The VNGA proudly honors two members by awarding scholarship grants in their name. The first is in memoriam of Col. Joseph E. Galloway. Galloway joined the Virginia National Guard in 1951 as a Field Artillery Officer and faithfully served until 1983 retiring as a Colonel. During his military career, Galloway commanded the infamous “Richmond Howitzers” from 1972 to 1975. Following his retirement, Galloway served in a number of roles within the Virginia National Guard Association including as President from 1992 to 1993 and the Scholarship Committee Chair. Galloway remained an active member until his passing in 1993.
The second honors Chief Warrant Officer 4 William C. Singletary. Singletary served as a helicopter pilot during the Vietnam War earning the Silver Star and Purple Heart during a combat engagement in Laos on March 20, 1971. Following his tour, Singletary joined the Virginia National Guard and served with great distinction as a pilot assigned to the Sandston-based 224th Aviation Regiment until his heroic passing on Jan. 25, 1989. Singletary was vacationing in South Carolina when he heard two elderly swimmers calling for help. He quickly swam out to them, grabbed each by their hands and towed them safely back to shore. After successfully rescuing the two swimmers, Singletary suffered a heart attack and passed shortly after. Singletary is buried at the Arlington National Cemetery.
